The negotiations at Wye Plantation October 15-23 and ensuing "Memorandum" were little more than a multi-faceted and lethal anti-Jewish joke. The proximate goal of these talks is a Palestinian state in Judea and Samaria; the penultimate effects will be an Israel fragmented as per the UN partition plan of 1947 and then the descent of battalions of blue-helmeted peacekeepers to police the ruins. Happy Halloween!
The ratio of honesty to obfuscation was apparent in Mr. Clinton's introductory comment: "I hope the parties will seize this opportunity and not retreat from the clear moment to capture the momentum of peace and keep it moving forward." Perhaps it sounds better in the original Esperanto.
The entire episode had the grotesque, homicidal and self-confounding humor of one of Poe's manic narrators trying to convince you of his sanity. The CIA is going to monitor the PA's security apparatus to ensure that justice is done and Jews are protected. Palestinians are going to have "safe passage from Gaza to the West Bank" the better to kill Jews going to market in Tel Aviv or Hebron. The PA promises (again) to reduce the size of its "police force" (though who will certify the headcount is unclear) and to revise its Charter. Affable Mr. Clinton even agreed once more to "review" the case of "convicted Israeli spy" Jonathan Pollard, although he would not promise a time limit for this "review" or any particular outcome. This was about the only item in which Israelis were not dieted on promises. During the summer, Professor Anthony Codevilla in the Wall Street Journal explored the real reasons for Pollard's continuing incarceration (it would expose the ugly facts of America's Iraq policy), but the posturing at Wye had little to do with truth.
This conference was all about rescuing Mr. Clinton's presidency. The Associated Press
highlighted this point in its October 24 summary: "The accord at
Wye River was a big diplomatic triumph for Clinton,
suggesting the portrait of an effective leader despite the threat
of impeachment." Clinton needed Netanyahu, not vice
versa, so the meeting was a perfect occasion to be
appropriately firm and protective of the Jewish people. Yet
again, Israel's politicians put it in a position of suppliant, a
harlot who pays her suitors. The real questions are what
has Netanyahu done and why did he do it? Perhaps he has
a riverboat gambler's plan to ride the Oslo wager till
the fuse ignites on May 4, 1999. Then, perhaps, he means
to fix the PA as it should have been in late September
'96. But there is no sign such Russian roulette is
planned. The frequent arguments and diverse agendas
sputtering at Wye obscured the fact that the three teams of
negotiators were all hurtling, albeit with different
styles and enthusiasm toward the same climax. Churning up
a thick spray of disinformation, they splashed toward
the deep end from which the (nominally) Jewish State
shortly will be gaffed up and pronounced dead.
The terror attack in Beersheba the morning of October 19 was one of several opportunities Netanyahu missed to draw a pro-Israel red line. The attack underscored the essential fraud of the Oslo process, that the Palestinians wish to make and keep a peace with Israel. This grotesque imposture has the staying power of a zombie in "Night of the Living Dead." The official PA television station begins and ends its broadcasts with a map of "Palestine" covering all Israel from the Jordan to the Mediterranean. That is to say, it daily tells its viewers that Israel does not and should not exist. It refers to Israel not as a nation or state but as "the land-plundering entity, void and with no legal or humane basis."

The 'peace partners' to whom Mr. Clinton has pressed Israel to surrender more land vilify Jews and invite violence daily. "The Jewish character has not changed at all. They have not changed their ingrained nature of wallowing in blood Israelis want to kill a maximum number of people. These actions have two causes: the Israeli mentality based on the Talmud and the Torah, and their love of power and terror" (PA TV, Sept. 18, Oct. 6, 7 & 13). Hitler never said it more clearly. These attitudes will not change no matter when or how the Palestinian "charter" is amended. Moreover, on October 8, Selim al-Zanoun, Chairman of the Palestinian National Council, told the PA's official paper it "would never again address nullifying the articles" on destroying Israel. But never mind; Bill Clinton himself promises to oversee the reforms. Isn't that reassuring?
